WI State Statute Question 941.298 Silencers

I need some help figuring out this excerpt from the Wisconsin State Statutes. I Think it would be fun to someday own a silencer that I could use on my my .22s. After reading the WI statute I am still a little confused. From what I can tell it is a felony to own a silencer, but not if you follow the US Code Chapter 26 5801-5872. Am I reading this correctly?? What am I missing here? I am not lawyer so any help that anyone can offer would be greatly apreciated.

941.298 Firearm silencers.
941.298(1)
(1) In this section, "firearm silencer" means any device for silencing, muffling or diminishing the report of a portable firearm, including any combination of parts, designed or redesigned, and intended for use in assembling or fabricating such a device, and any part intended only for use in that assembly or fabrication.

941.298(2)
(2) Whoever sells, delivers or possesses a firearm silencer is guilty of a Class H felony.

941.298(3)
(3) Subsection (2) does not apply to sales or deliveries of firearm silencers to or possession of firearm silencers by any of the following:

941.298(3)(a)
(a) Any peace officer who is acting in compliance with the written policies of the officer's department or agency. This paragraph does not apply to any officer whose department or agency does not have such a policy.

941.298(3)(b)
(b) Any armed forces or national guard personnel, while in the line of duty.

941.298(3)(c)
(c) Any person who has complied with the licensing and registration

requirements under 26 USC 5801 to 5872.

I believe they are talking about title 26 United States Code National Firearms act

I see wisconsin listed as a state that does and does not allow silencer owner ship, sounds like catch 22 involved.

they sell silencers and few other nice items. they have map and simple info. I mean simple. its vague okay nothing detailed on wisconsin or another state.

hmmm which would I rather be in, state with may issue CCW or state that allows silencers. hmmm.... Silencer :uhoh: CCW
 
I would much rather be in a state with CCW. A silencer is just a novelty.

At least registered NFA devices are legal in WI. From the text you posted it looks like a properly registered NFA item is exempt. Down here in Texas MGs and suppressors are still illegal. If you have the ATF paperwork it is a defense against prosecution. But they can still arrest, book, and jail you for having a legally transferred NFA device.
 
Actually, since Governor Doyle took office, he's been using the state attorney general's office to go after those who legally own NFA weapons. Wisconsin statutes are vague enough that he's coming down hard on those with MG's and suppressors.
