Will a UPS Store ship ammo-with no 'catch'?

I checked with my local store a few months back and this is what they told me:
Come in off the street with a box of ammo, no soap.
Come in with a preprinted label from your UPS account and a correctly sticked box, no problem.
As always, your milage may vary.

That is my experience. Local store. No extra charge to ship ground. I guess some stores don't want to deal with it.

The regs are a mess.
