Will the parts I have listed below build a PPS-43 that will shoot?

I want to know whether the parts I have listed below will completely build a working PPS-43. Also, if you could tell me what tools I will need to build it. Please tell me if this will work, as I want to start building guns.

You can't build a working SMG from parts.
It is against Federal law.

I'm not even sure you can convert that parts kit to semi-auto only legally.

If you can, it would have to be converted from open-bolt slam fire to closed bolt with a floating firing pin.
Then a completely different semi-auto trigger group out of something else would have to be jury-rigged to work in the receiver.

Minimum legal barrel length is 16", and minimum OAL is 26" unless you want to pay the tax and register it as a SBR with the ATF.

Short-barreled rifles (SBRs)—this category includes any firearm with a buttstock and either a rifled barrel under 16" long or an overall length under 26". The overall length is measured with any folding or collapsing stocks in the extended position. The category also includes firearms which came from the factory with a buttstock that was later removed by a third party.

You can build a semi-auto from the various parts kit out there.Just follow the law and build guidelines,such as RC pointed out,you cannot make it a semi-auto open bolt.Plenty of stens,sterlings and others have been legally made.
