I have a nasty guess they are taxable. Remember the only sure things in life are death and taxes!
Gambling winnings sure are. But of course if you have enough winnings you can write off losses.
So all those non winning Lottery tickets that you bought and left laying around with your friends and co-workers should be able to be written off against winning whatever the value of the gun is. Make sure you save them in a box in case

Taxes? Hmm. Seems difficult to tax store credit which is what's really being offered. I suppose they could charge the sales tax on whatever is chosen. I would think the shop could write the value of the gun off on their taxes as a charitable donation.
But I'm not a tax guy and there's all sorts of loopholes.
