Oddly enough, I have never owned a 9mm that I considered a "tack driver." I have owned 45ACP's that I could make 1 big ragged hole without a second thought, but never a 9mm. My Sig P228 is pretty accurate, more so than my P239 and certainly than my PM9, but it doesn't hold a candle to my P220 Carry Equinox, or any number of 1911's I've owned. I recently traded a HK P2000 which was maybe ever so marginally worse than the P228 but close.
My luck must suck with 9mm's. I need to rectify that since 45 is so expensive nowadays!
