Bush's "plan" presupposes we as a society want a work program. Such programs permit people to live in the US but not assimilate. Over time physical ghettos grow to reinforce mental ghettos. Inhabitants of said ghettos are victimized by blissninny organizations and organized crime (c.f. France). Do we want to structurally create cultural ghettos which are destined to create problems (c.f. France, UK, Belgium, Chermany, etc.) or do we want to create the legal and social environment which forces people to assimilate. You don't wanna assimilate? When Italians came over they couldn't want anywhere and expect to find someone to translate. No they had to learn how to speak the language. Every other wave of immigrents had to conform, the Mexicans shouldn't get special treatment in that respect.

That's a modern phenomenon. Immigrants in the past learned English and became part of the American culture because government and business did not cater to them in their native language. Those who remained cloistered in their own neighborhoods cut themselves off from opportunity and prosperity. Today, we have a subculture of illegals and second class citizens who do not speak English nor participate in the American culture. This is true. People did tend to group together that is natural human nature. But if you left that Italian community how was it looked on? They came to America because they wanted to be Americans. Not loose themselves, hell NYC still has Italian street fairs. But they also were Americans and were willing to become Americans. Good God! The population of Mexico is right around a hundred mill. There are maybe 10-20 mill here now. His newest proposal is a virtual amnesty which will guarantee that illegal border crossings will at least double in the near future.
