Not seeing either the regulations nor the range itself:
According to the 'official' measurements, 25 meters is 27.34 yards. That isn't much of a difference. (Measuring it by paces, it probably isn't significant.)
If one can hit at 25 meters, one's ability to hit the same size target at shorter distance is - at worst - the same. Probably better.
As mentioned prior to me, 25 meters is 'normal' for competitions.
The other restrictions, like use of holster (or not) is to my way of thinking, more problematic.
The other question is, can one shoot anywhere else at least as conveniently as the range in question? A range more suited to one's preferences but located two hours further away will likely stir some serious consideration.
