Non-Resident Concealed Carry?

Hello everyone,

First off, I live in Illinois and don't know anything about concealed carry, other than the fact that my state (the only one) deprives me of that right.

Now, If i am a resident of Illinois, is there any way I could carry a gun outside of the state, or in other states? Lets say I go on vacation somewhere?

For example, I have a summer home in wisconsin, would I be able to carry there since they will be getting concealed carry soon? Or apply for a Wisconsin permit?

Could somebody clear this up for me? I always see "Utah concealed carry class" on my Illinois state rifle association calander, and 39 states use a system, etc, etc.

Several states offer a "non resident" CCW permit, and they usually come with a written and shooting test to obtain it. Ohio for example honors the Utah permit and others while they reject our LTCH permit issued in Indiana. If it weren't for LEOSA I'd be taking that course to carry in the few states that don't have reciprocity with Indiana. As far as I know Wisconsin doesn't allow CCW, but there is positive legislation in the works. Maybe some of the Wisconsin folks can reply.

I had my Florida permit to cover a few extra states that my VA permit didn't offer. I don't know if you can get a non resident permit residing in IL though.
 
Sure, as long as you make sure that the state you want to carry in honors your permit ("reciprocity") you are good to carry there. You must abide by that state's rules while you're there though. Some states may also require that you be a resident of the state issuing the permit for it to qualify (so you would not be able to carry in that instance).

The main permits to look for will be Florida and Utah as they are honored in the most states. I believe you do have to take a class for both though. Don't worry about it, as long as you know which end of the gun the bullet comes out of and can put your rounds on a target, you should be good as far as the class goes. The permits may be a bit expensive, but remember that they are good for several years.

If you can't find the specific class (Florida or Utah), there are several non-resident permits that don't require a state specific class, but they aren't as widely recognized.

WI will have a concealed permit 1 Nov 2011. Law has been signed and becoms effect 1 Nov. How many other states will honor it has yet to be determined. There are some states that will recognize any other states permit (TN and ID as an example, I think Iowa is too) and there are other states, (Like WA that will accept few, only those with formal agreements, and OR who accepts no-ones, but their own.)

I don't like FLs, it is a state revenue enhansment scheme. Way too expensive for my taste, I think Utah just changed their law to state that you must already have your home state's license, before they will give you a non-resident permit...

Anyway, figure out what states you will likely travel in, and then find which states have non-resident permits available, what they cover, and how much they cost. Then make your choices, and pay your prices,

Remember, states like ID, OR and WA (and several others) allow loaded OC without a permit, and quite a few states will accept any states permit.

If you can legally own a firearm and over 21, then with only a few standard exceptions (Schools,nuclear power plants etc...) you can carry either openly or concealed here. CCW permit is required in places that serve alcohol. Tribal lands, Check first.

Basically you can carry concealed legally as long as you are not committing a crime :rolleyes:
And you must tell LEO that you have a weapon-if he asks...

So robbing a bank here while carrying a concealed firearm is a crime-:uhoh:
 
Some states allow concealed carry with no license at all: Arizona, Alaska and Vermont. Wyoming allows residents only to conceal carry with no license at all.

Some states allow open carry with no license at all such as (but may not be limited to): Arizona, Vermont, Alaska, Wyoming, Montana, Idaho, Colorado, New Mexico, Nevada, Washington, South Dakota, Kentucky, Virginia, and North Carolina.

As mentioned a couple times already, www.handgunlaw.us is invaluable in terms of quickly searchable information and links for further research. However, before traveling through a state, I recommend doing a little further research at that state's gov't website since laws change frequently.

Also mentioned previously is Utah's requirement that CFP applicants already possess permits for their state of residence. As I understand it, that only applies to states with which UT already has a reciprocity agreement. Since IL clearly has no reciprocity agreements with any state, you should be able to obtain a UT permit relatively easily. (I live in SC and have a SC CWP and a UT CFP because it gives me carry privileges in nearby states that don't honor SC's permit. Anyway, I wouldn't need the SC CWP to obtain a UT CFP because there is no reciprocity agreement between SC and UT.) No shooting requirement, not even a written test. Just a 4-hour class. The permit itself is about $65, plus whatever you will need to pay for the class, finger prints, etc.

Since you have a summer home in WI, that could also be a very good option. You can probably expect a rush to get those permits right after 1 Nov though, and there's no telling how many or which states WI will form reciprocity agreements with, or how long it will take. All things considered, I would recommend the UT CFP to start, and then maybe WI later.

Let's hope that someday IL's total disregard for our 2A rights can be overcome as well.

Thanks for all the info guys. I looked on handgunlaw.us and found alot of information. I still am a little confused about the Utah permit. The non-resident Utah area says
In addition to meeting the other qualifications for the issuance of a concealed firearm permit
under this section, a nonresident applicant who resides in a state that recognizes the validity of
the Utah permit or has reciprocity with Utah's concealed firearm permit law shall:
(i) hold a current concealed firearm or concealed weapon permit issued by the appropriate
permitting authority of the nonresident applicant's state of residency

I'm not sure if I'm reading this correctly but it seems like you have to have a permit from your residing state?

But at the bottom it says
If you are a resident of a state that has reciprocity or honors a Utah Permit/License you must have a permit from your state of residence to apply after 5/10/11 and renew after 1/1/12. If you are from a state that doesn’t issue permit/licenses to carry or does not honor a Utah Permit/License you can apply or renew as in the past.
 
IF you live in IL you can apply for Utah. Your state doesn't issue permit/licenses so you can apply without one. IF you live in a state that Honors a Utah Permit or has reciprocity with Utah then you have to have your home state permit/license to apply.
 
Conceal Carry

Now I'm a resident here in Chicago Illionis and I have a out of state non resident permit from Arizona. Arizona and Indiana honor and recognize eachother, but however I call the attorney general office and the Indiana state police...attorney general office stated that I should not have a problem carrying my weapon because I live in Illinois because they honor all Arizona permits. Now I called the indiana state .........and one person told me yes I can carry but might have problem b/c the indiana police out there might not thinks its legal and take me to jail b/c I'm illinois resident w/o ccw regulations. Another time I called one indiana state police told me it's illegal because illinois dont have ccw regulations at all and no matter what non resident permit i obtain it's illegal once I enter indiana b/c i stay in illinois with a illinois driver license, non resident ccw permit/s, and traveling in indiana. Anybody shed some knowledge on this issue. I can't get a straight answer from them whether its yes or no. I looked up there laws but its stating its honor eachother permit but dont say if a state with non carry regulation legal to carry in indiana with a out of state non resident permit. HHHHEEELLLLPPPP ME

Never ask police for legal advice. Believe what the attorney general told you and what the Indiana state law says. Indiana honors any and all permits issued by any other state and it does not matter what a local Sheriff Roscoe P. Coaltrain may think about it.

Ummm, that's a little Southern for us, you can just go with a male name that ends in "y" for Indiana--Tracey, Billy, Kenny, inter alia.

I looked up there laws but its stating its honor eachother permit but dont say if a state with non carry regulation legal to carry in indiana with a out of state non resident permit. HHHHEEELLLLPPPP ME

Indiana recognizes a license to carry from all foreign countries and all other states . . . even Arizona.:D

IC 35-47-2-21

Recognition of retail dealers' licenses and licenses to carry handguns issued by other states

Sec. 21. (a) Retail dealers' licenses issued by other states or foreign countries will not be recognized in Indiana except for sales at wholesale.
(b) Licenses to carry handguns, issued by other states or foreign countries, will be recognized according to the terms thereof but only while the holders are not residents of Indiana.
 
So far, I have Florida and Utah permits (as an Il. resident). Before travelling, I check the reciprocity rules for whatever states I'm going to visit. Some states, while honoring another's permit, do not honor that permit if the holder is not a resident of the issueing state. Michigan honors both my Fl and Ut permits but not for me as I reside in neither state. Also, different states have different exclusions, like not carrying in businesses that serve alcohol, schools, municipal buildings and so on. You gotta check before you go.
MO is one of the best....you can carry in your vehicle under the "safe transit act" but cannot leave the vehicle while carrying...unless you have a ccw from MO or just about any other state. They are pretty sharp there as they won't honor a permit from another state for a MO resident if that person can't get a MO permit.
 
Illinois resident with Utah non-res permit. I can legally carry in every bordering state except Wisconsin which will no longer be a limitation on Nov 1. The Utah permit is easy to get. classes are offered frequently around the state. I hope you belong to the ISRA and also visit illinoiscarry.com and help fight for ccw in Illinois.

Also, you have to remember, if the police do not WANT you doing something, they will just say it is illegal. Heck, they might even arrest you for things they don't WANT you doing. That's why so many arrests get tossed out in court, because what the police WANT or don't WANT does not change what the statute says.

So, I've been wondering... According to handgunlaw.us, FL only recognizes resident licenses. If you only have a FL non-resident license, could you carry in FL? To summarize, does FL (who does not recognize non-resident licenses) honor their own non-resident license?
