If you buy a cartfull of powder at a time, that's hoarding. If you just pick up a lb. of this and an lb. of that when you see them, just to have a little more, there's nothing wrong with that.
JMHO, but I don't think it's hoarders causing the problems, it's profiteers like the "flipper" mentioned above. You can bet your butt that's what's going on with 22lr ammo. A clerk at my WalMart told so.
He says whenever they get a shipment of any .22 ammo in, there's this one certain guy that always shows up at the right moment and brings a whole entourage of people with him. Every one of them loads up to their limit and buys out the shipment, they've been doing it for months. They probably have one guy run it out to the car while the rest get back in line. I wouldn't be surprised if there was an inside informant in the store calling him.
Hey, it's a retail store - they're in it to sell merchandise. If it all sells to one guy, what do they care? Merch comes in and goes right back out, happy happy happy!
