And to answer your question, yes you can buy it and have it sit in the shop. The FFL can send the paperwork into the MSP when the thirty days are up.
Consider getting "Collectors" status so you can get rid of that 30 days all together.
I purchased their M4 16" upper assembly with Chrome barrel earlier in the summer last year. I've been completely please with their service and customer support. Mine runs like a champ.
