I recognize the rifle in question. It is a Sako L46, the model before the Vixen. It appears, because of the barrel band, that it is the Mannlicher stocked version.
I have had quite good redults with Reloder 7 under 50 grain Blitz Kings.

If you used a bronze brush and copper cleaner together, you will get false indications. The copper cleaner is dissolving the copper out of the brush bristles. If you haven't yet, get some nylon bristled bore brushes.
This is reminiscent of "The Load" by Ed Harris, 13 gr Red Dot under a 200 gr cast lead bullet, producing about 1450 FPS from a 24 in barrel. Not sure if "The Load" should be used with lighter jacketed bullets; perhaps there are some here who have used it.
