I think the Glock is a good choice, but unless you are just adverse to the subcompact size, I like the 26 (since you are limited in capacity anyway).
That said, since you cannot carry in IL, I also see why you would like the 19. Just my 2 cents.
Also, to everyone saying that the benefit of 9mm is exclusive the capacity, you should all also remember the cost. 9mm is 30-40% cheaper than .40, and darn near half as much per box than .45.
