While it doesn’t meet your 4” barrel requirement, I’ll also recommend the Ruger SR22. I bought one for my 9 year old son as my Single Six was too large and he had issues cocking the hammer and maintaining his grip. With the small grip it fits him perfectly, he can’t deal with the DA trigger pull yet, but can manipulate the controls, sling-shots the slide, and shoots with a pretty decent “thumbs forward” grip.
The best part for him, is it looks like one of “daddy’s big guns”. So far it’s been 100% reliable with everything we’ve run through it.
Give a look at the S&W 422-622, they're no longer made but none of mine have ever had a hiccup. They are under barrel pistols with aluminum frames making them a great choice for youngsters. The barrel and actions are steel and holdup very well.
