"The seemingly endless war between the Bloods and Crips street gangs claimed another victim Saturday morning on Tacoma’s East Side, authorities said.

Kevin Carter died near Rudy’s Tavern after being hit by a bullet fired by a Crip angry that he’d been beaten down by a Blood, according to court documents filed Monday.

Carter, a 34-year-old landscaper, had no part in the fight and claimed no gang affiliation, his brother, Ken Carter, said Monday.

The victim, who was the father of a young son, was engaged to be married and had stopped by Rudy’s – where he was a regular – for a drink, his brother said.

“He was an innocent bystander,” Ken Carter said. “He was in the wrong place at the wrong time.”

Deputy prosecutor Dawn Farina said Monday that the case is being investigated, but she had no reason to believe that Kevin Carter was anything but an innocent victim.

On Monday, Farina charged a young man just a few months out of prison with one count of first-degree murder and one count of first-degree assault in the shooting that killed Carter and wounded another person.

Detectives believe Emmanuel Larson Bonds, 22, was driving the teal Chevrolet Blazer from which the bullets were fired, according to court documents filed Monday. He’s charged as an accomplice.

Bonds, arrested Saturday evening, pleaded not guilty during his Monday arraignment in Pierce County Superior Court. Judge Frank Cuthbertson ordered him jailed in lieu of $1 million bail.

Police on Monday arrested another young man suspected of firing the bullets that killed Carter and wounded the other person. Jean Paul L. Wesley-Hook was arrested at a house near Lincoln High School, police spokesman Mark Fulghum said.

Prosecutors have charged Wesley-Hook, 23, with one count of first-degree murder and one count of first-degree assault in the shooting.

Wesley-Hook also is charged with two additional counts of first-degree assault in a separate shooting that occurred in the Rudy’s parking lot shortly before Carter was killed.

He is scheduled to be arraigned today.

Police were seeking a third man reportedly with Bonds and Wesley-Hook at the time of both shootings. Thomas Edward Law, 23, is being sought on a warrant charging him with being an accomplice to first-degree murder and first-degree assault.

Detectives believe Bonds, Wesley-Hook and Law all are members of the Hilltop Crips, according to court records.

Authorities contend the three were out driving around late Friday and early Saturday when they learned that two female acquaintances were hanging out at Rudy’s.

Rudy’s, at 6324 E. McKinley Ave., is frequented by Blood gang members, court papers say.

Prosecutors say Wesley-Hook got into an argument with a man who claims Blood affiliation at the tavern.

At one point, the Blood punched Wesley-Hook, knocking him down, according to the court documents.

It was then that Wesley Hook went to the Blazer, got a .22-caliber rifle and opened fire in the parking lot, wounding two people, court records state.

He, Bonds and Law then climbed into the SUV and sped away with Bonds at the wheel, according to the documents.

Prosecutors contend Bonds headed westbound on East 64th Street before making a U-turn at East D Street and coming back eastbound on 64th.

Witnesses reported seeing Wesley-Hook leaning out the window firing at Rudy’s as the car went past, the affidavit of probable cause states.

Carter, who was then outside the tavern, was hit in the head and died shortly thereafter. A Rudy’s bartender also standing outside was hit in the abdomen during the drive-by attack, court records indicate.

Bonds was released from prison in March after serving less than five years of a six-year, five-month sentence for a 2002 robbery conviction, according to court documents.

Law, convicted of the same robbery, was released in July after serving just more than five years.

Wesley-Hook also has three felony convictions, the last in 2005 for illegally possessing a gun, court records state."
