I like the Marlin Bolt Actions.

There are a lot of possibilities open to achieve what you want. Do you want to build it yourself, or buy it ready-made?
If the idea of building appeals to you, you've already got the most buildable base gun in your hands. There's more stuff available for the 10/22 than any other .22 on the market. Or, if you really like Rugers, there are several bull barrel & bull variations that are made for the 77/22.
Both CZ & Anschuntz will have ready made guns that'll fill the bill. Anschuntz can also provide left hand bolt guns if you need one.
Savage also makes a nice little .22 bolt gun. I've got one at this time. It's not my most accurate .22, but the price is very reasonable comared to the money I've sunk into truly gilt-edged guns. It's probably my favorite plinker at this time. I did find it profitable, in terms of accuracy, and fun to tinker with it.

I really like my Marlin 81TS. Its available in a bull barrel I beleive, but I don't think they make a wood stocked .22 with a bull barrel, unless maybe you step up to .22mag.
I bought mine because I wanted one that was tube fed, and liked how it handled at the shop. Brought it home and like how it shoots, so I'm going to make my own wood stock. I'm not a real fan of plastic either, although I'll have to admit that its kind of growing on me after having it awhile

I don't believe it's available in a bull barrel, but I just got back from the range today with my new CZ452 Trainer.
With open sites, I was putting cheap Wal-Mart bulk pack ammo in a 3-4" group at 100 yards. Now that might not be much of a testament for some of the better shots here, but I'm not a great shot
At 25 yards it was a silver dollar size group pretty consistently.....for someone who can really shoot, who knows?
I got this rifle because it was a little larger than the 10/22 and just plain fit my 6'7" frame better. I paid $214 for it...but that's Maryland pricing so most other places will be cheaper.

Remington 541T-HB (HB = Heavy Barrel) Bolt action .22. Everyone I have talked to says they are super accurate, mine is as well... It has a beautiful wood stock and is probably me favorite rifle.
CZ-452 Varmint - has a bull barrel. American version is just as accurate and has a tapered barrel. Both are great guns. No sights, must use a scope.
Lux version has nice iron sights, and European style stock.
Also look around for used Mossberg M-44's. I got one the other day for $149. It shoots GREAT.

The EAA/IZH Biathlon Basic rifle is one that many owners are saying shoots very accurate right out of the box--and has a straight-pull action to boot.
It is listed on EAA's site in 22LR, 22WMR and 17HMR:

Obvious disadvantages would be the 5-round magazines, and lack of iron sights.
One possible not-so-obvious disadvantage: getting any extra magazines might take a while. I have an IZH35M pistol (that also shoots very well, after a bit of tuning & tweaking) and nobody has spare magazines for it--all the places that list spare mags for sale are all backordered with the manufacturer/importer.
