223 for hunting deer?

Every thing that I have been taught, tells me that 22 call is too small for deer. But my friends daughter kills every year with it. She doesn't have to track for any longer distances than some one using some thing larger. I have also noticed bullet makers making "trophy bonded 22cal bullets". Has bullet making made such advances that 22 cal is an OK round for deer?

In my state any center fire round is leagel (17 Rem). I also think that the 243 is about the smallest round to use. I was more interested in the bullet manufacturers making big game 22 cal bullets.
