You can pick one up most places for around $200. That leaves $100 of your budget still in your pocket. Add it to your rainy day fund. If you have to spend it, use part of it to buy a third magazine (it comes with two) and some ammunition.
 
Your thread got me curious so I went & looked at gun.deals. There was a Walther Creed posted for $279 plus shipping. I have no experience with this pistol but it looks kind of interesting & the reviews I looked at seemed to be positive. It is a full sized 9mm. DAO hammer fired but it is like a Glock in that it is partially pre-cocked & you finish cocking it when you pull the trigger. I watched one review by Hickock45 & read another. You can search around on it if you are interested.
 
Taurus pt111 g2 mill pro, stainless should run 209. You can buy a higher capacity sig p226 mag as a spare if you so desire.
 
Military surplus or police trade-in. You can easily get a good slightly-worn service pistol for that price: CZ, Beretta, S&W, etc. Check out CDI Sales on GunBroker. They have dozens of good pistols in that price range. They are my favorites, but there are various other companies out there. I don't even buy new pistols anymore. There are too many perfectly good surplus pistols out there that are far better quality than any new pistol in a similar price range. They are generally carried a lot but shot little. My FiL has even gotten lucky a couple of times and gotten surplus pistols that were obviously NIB.
 
For $350 the Canik T9SA or one of the other variants are great values. Also the original SW MP guns are starting to creep down in that range
 
You posted that you found a Ruger American for $299. I bought one for my wife a while back. I really haven't shot it a lot but I like it. I believe it to be a well made service sized pistol. I wonder what the "blemish" is. $300 would be a good price for it. I have a Taurus PT 111 Millennium G2. It is under $300 & is a decent enough little gun but the blued finish isn't very durable & the trigger sucks. Have you looked at gun.deals?
It was on CDNN. Listed as minor and possibly unnoticeable. Possible issue with the rollmarks or a witness mark for sight installation.

+1 on CDI Sales. I have bought a half dozen guns from them over the years for great prices. They currently have good-very good condition S&W 915's for sale for $225-250.
 
At most of the usual places (J&G, AIM Surplus, Century) there are currently some really nice Star BM 9mms. Ranging in prices from $229-$259 depending on dealer. I bought one years ago, because I found it cheap. Turns out it is one of my favorite guns to shoot. Colt Commander size in 9mm. All steel, so very low recoil. J&G offers mags for $29 each...I paid $60-$80 for my spares.
 
Those Star BM's are so nice that I ordered one from AIM Surplus a few minutes ago. AIM says that they are lightly used and come with an original box. I have bought several nice guns from AIM before. It was $259 plus $15.00 shipping. Sometimes my FFL charges me $20, and sometimes he doesn't charge me anything. That is a nice high-quality steel 9mm pistol for around $300 total.
