I have a Ruger 77/22 and can't find what the proper torque settings for the action screws are suppose to be.

Believe it's around 25-35 in-lbs, worth trying low and shooting every 5 in-lbs to see what shoots best.
Is it just the action just sitting in a wood or plastic stock? 25 in/lbs. Is it sitting on pillars? If so, 35 in/lbs. If it's in a chassis or is fully pillar bedded, start at 35 and work your way up if need be.
On the Ameican rifles with the V block, the torque spec is 60-80 in/lbs, I believe.
