I was wondering, if I took an Ak47 draco pistol and added a barrel extension (fake suppressor) to bring the total barrel length to 16 inches would it be legal to add a stock without it being considered a sbr?
 
Yes.

IF the suppressor is "permanently" attached (pinned and hard-soldered, or welded), you can make it into a rifle without getting into NFA Title II territory.

Here's the catch: A pistol is inherently exempt from the provisions of 922(r). A rifle isn't.

You're going to need to do some parts-swapping to reduce the foreign-made parts count to no more than 10. With a US-made flash hider (fake suppressor) and stock set, you're on your way. Add a US trigger group, that's 3 more. I don't know if there's a US-made gas piston that's the right length for the Draco, but that would be one.

And, these days, 922(r) has been reinterpreted to apply to SBRs as well, so either way you go you'll have to comply with it.
 
Ok awesome, so a US made stock set, flash hider, and trigger group is 5 parts. I need to check on a gas piston. and I still need 4 more right?
Also would a US made handgaurd count?

No, you don't need 10 US-made parts. You need no more than 10 foreign-made parts left in the gun -- of those parts counted in the official list.

You would be good to go if you replaced the trigger group (3 parts), flash-hider (1 part), and used a US made buttstock and pistol grip. Or use a US gas piston and keep the Draco pistol grip -- but it is a LOT easier to bolt on a new pistol grip than to properly replace the gas piston.
 
Honestly it would seem about the same effort to make one into an SBR vs a rifle, and the SBR is cooler. Unless you're making the fake can and mounting it yourself.
