It took me a while to learn how to properly fit a holster, but now that I have a basic understanding of the principles it has become a very rewarding hobby.
It is oil tanned, basically latigo type stuff, it is not corrosive to metal like chrome-tan, but is more resistant to sweat and moisture than raw veg-tan.
Rough out side is good idea. It will help hold the holster in place when drawing the gun. I would prefer a brass snap as it is less noticeable and will become more dull with age.
