Anyone familiar with 9mm Firestars?

A friend of mine brought a lady he works with out to our farm to do some shooting today. She brought her 9mm Firestar, which seems like a fairly solid little 9. I actually wanted one back in the day, but never purchased on. However, this one had what I think may be a problem. The only way that you could engage the safety if it was cocked, was to pull the hammer back further than full cock, then the safety could be engage. If the hammer was resting at full cock, you could not engage the safety. You could also engage the safety with the hammer down. Also, once the safety was engaged at full cock, it could be disengaged just like you would normally expect it to work.

What concerns me is the "full cock +" that is required to engage the safety. Is this normal?
 
Just checked my Firestar.

With hammer down I can moved the thumb safety up to locked position. This locks the hammer in the down position and the hammer can not be cocked.

With the hammer at full cock I can easily push the thumb safety up to lock position which prevents the hammer from falling when the trigger is pulled.
