Last time I looked into building an AR, 2-3 yrs ago, stripped lower receivers didn't need to be shipped from the seller to the buyer through an FFL.
Appears that now they do.
Am I mis-remembering or has it always been this way?
There is an exception to the above two posts. If the receiver is less than 80% complete, it won't technically be 'the gun' yet. You can get a lower receiver without the FFL middleman.
The same goes for a lot of receivers like a 1911 frame. You can get a frame that is say, 60% machined and then finish drilling the remaining holes and whatnot. These frames/receivers don't always have a serial number from the original manufacturer though.
