I suspect Noveske uses the voucher system because upper receivers don't have to go through an FFL, and using one system to process all requests for blem lowers is simpler than the alternatives.

Getting my blem lower cost me $8 in shipping, a week of waiting, two trips to my FFL and a transfer fee. Hardly what I would call a scam for a "blemished" lower receiver I could find nothing wrong with.
