Arbor press stuck?

Hey all, I have this arbor press that is stuck and won’t go down when I pull the handle down. I’ve never use one of these things before. Not sure how to work this thing. Any help is appreciated.

The traditional tappy-tap-tap on the top of the ram might jar it loose. If not, I'd remove the drive gear retention screw on the left, pull the drive gear, and look and see what gives inside.

Penetrating oil— not WD40.
PB Blasrer, Kroil, ATF mixed with acetone.. any of those should get it moving.

That looks to me like a homemade unit. Where/when did you get it? Edwardware's suggestion for disassembly seems imperative.

I got this in a lot deal. Not sure what brand and not even sure if this home made. No markings anywhere that I can see.

Does it have an adjustable travel-stop?

Your arbor press looks a lot like the one that B-Square used to sell for bench rest shooters to use with neck sizing dies.
