Your friend should understand a couple of things. People with permits are exposed to scrutiny that most people aren't. We have given the government an open pass to scrutinize pretty much everything on paper regarding our pasts. We have been taught, at least to a cursory degree, the law concerning the use of deadly force. We are also advised that we are part of a group with exceptional standards for upholding the law, and the group very much wants to keep it that way.
For the first several years that Utah was shall-issue, exactly zero permit holders were convicted of a felony, either before or after they got the permit. Now, I haven't looked in a while, but as best I remember, since then there have been several felony convictions of permit holders or past permit holders, but I couldn't see that any of the felonies were related to the firearm. (This is out of probably 200,000 total past and present permit holders in a state of 2,000,000 total people.) Maybe I'll take a minute here to see if I can find something more current.
Tell your friend to look on his own, and find ANY examples of a state where crime has risen since they started issuing CCW. If he is making the claim that permit holders are mor or less violent or criminal, then the burden of proof is on HIM, not you.
(Not all states hold permit holders as public record.)
