You would be well advised to run the cases through a sizing operation on a single stage press prior to running through the LEE 1000 press. As you have found, there's nothing holding the shell plate to the ram other than a small clamp. After a few of these episodes you'll either overtighten the clamp and break it or it simply won't clamp tightly at all. I've had the shell plate pull off while loading handgun cases so am not surprised this happened with .223 cases.
