BCM, as mentioned, makes top tier Grade A rifles, and nothing but.

A rifle need not necessarily be "mil-spec" to be a great rifle. If it is "mil-spec", it is a quality rifle. If if it not built to that spec, then you will have to look into how and why it is different and decide if the changes are an improvement. Usually it's just the manufacturer being cheap. Sometimes it's an improvement.
 
I put BCM at the same level as Colt, so yes they are better than dpms. BCM uses all mil spec and properly tested parts.
 
I just dont know if my stock will fit on a commercial or mil spec tube. How do i know if it will? My friend has a m&p sport and the stock fits on that which im assuming is mil spec.

I heard that commercial tubes are bigger and the stock may not fit, is that correct?
 
The difference between mil-spec tubes and commercial is as follows: Mil-spec is a solid diameter with the threads rolled in, resulting in thread diameter larger than the tube diameter. Commercial is cut thread, resulting in a larger tube for the same thread. I forget the diameters off the top of my head, I'll look it up and re-post.

To your original question, BCM is a top tier company, as stated by yothers already. I've built several ARs and have insisted on BCM parts for a few components, bolts and carriers being a major one. Not many other companies individually test them, most are batch tested.
 
1.148" tube diameter for mil-spec and 1.168" tube diameter for commercial. There is also a slight diameter difference in the thread diameter (.015") but they will both fit any standard AR lower reciever.
 
If replacing the receiver extension definitely go with milspec diameter. BCM sells one of the best kits, PSA has a good one too and it's half the price (assuming it's in stock). What buffer weight do you have now, you might want to tailor that to your barrel length and gas system length if buying a complete kit with buffer. Also if the damage to the receiver extension is cosmetic I wouldn't replace it, just get the buffer retainer and spring then torque the castle nut properly then stake.
