Given the criteria, here's another enthusiastic thumbs-up for 3rd gen Smiths.

Hk is accurate but bulky and made of plastic.
Hi Power is great all steel very easy to field strip all kind of build parts available but the trigger sucks .
Colt Combat Commander is my pick steel construction ,build parts available,good trigger,and the big one its made in the USA.
 
I'm seeing used SIG229's (non-rail) very frequently in the $500 range of late. I just picked another one up for that price last week, with both .40 and .357 barrels and three mags. Have seen some nice deals on 220's in the same price range (scored mine for $479 shipped.)
 
How about a Glock 19 or even 26? Just go shooting a lot more and gun shopping a lot less and it will grow on him, (really).
 
Now 500.oo MRSP Beretta Px4 9mm and 40cals.

One other NIB DA/SA hammered gun with great triggers out of the box and they just get better and better with use and are, now, 500.oo (special offer by Beretta) and one gets an extra mag upon proof of purchase are their Px4's, 9mm, 40cal, and 45 cal..

Very forgiving guns with the rotating barrels making them "very" reliable, dependable, and mine, now 3 yrs old with just over 9k flawless rounds is "very accurate, come with rails (add laser, light, or combo of both) and they are coming out with a mid size one very soon, same size as a Sig P229 fyi..

Like Sigs, one of, if not, the easiest guns to disassemble, inspect, clean, and reassemble out there, bar none.. (having both Px4 40 and 3 Sig P229's 9mm and 2 40cals, along with a full size (commander size) Sig P220R 45..

All these guns mentioned are "very forgiving" and have shot flawlessly and that includes any, and all, one handed, weak handed, shots as well..

They get the job done,

F-models DA/SA safety-decocker in one & G-models decocker-only (which is what I have - like Sigs) And the Px4's 9mm/40cal are almost the exact same size as the Sig P229, just a tad taller in the grip.

And the rotating barrels make for "very soft shooting guns, no matter what caliber"

EAA EZ9 clone of a Sig 226. Hammer fired,full size service pistol . Used by military and police.15rd mag. 40cal or 9mm Can be purchased for $450 or less
 
Beretta 92 for that criteria.

If money is that tight, and he plans to shoot it, makes sense to go with a 9mm.

However I would much rather have a XDm45 or XD45 Tactical as my one gun if not constrained by some of that criteria.
 
Given the initial criteria provided, I would (and did) go with a CZ 75. It's still probably my favorite gun and the one I shoot the best. It's the most ergonomic and just plain awesome. I bought a Kadet kit for it and that's my most frequently shot gun bar none.
