Best sniper caliber? Best sniper rifle?

I've seen the Romanian PSL go for around $850 on Atlantic... the availability might be a problem.

but a rifle like that in the 7.62x54R round would be fantastic in this weather that the lower 48 has been plagued with...
 
You're asking an impossible question, there are simply too many variables with the near limitless conditions you set :(
 
You should get into competitive shooting.

Find a local range that hosts matches. See what they all shoot and buy the same. If you express your interest to the folks who do the work to put on the events, I bet they might even lend you a rifle to try.

The Military M50 and M24's are Rem 700's all tricked out so uncle sugar daddy pays extra for them with our money.
As previously stated get a Savage 110FP on 30-06 if you can find one. If not get a Savage 10FP in .308 Add a BiPod for support if you like but the best bet is to use bags and other things to support it. Most if not all "Snipers" don't use BiPods.
No advice for scopes as my opinion would low ball the scope and while I would be satisfied with it you would not.
After you put a good Scope on it learn to reload as you will not get consistent results and accuracy otherwise. Unless you pay through the nose for hand loaded ammo or for High end Factory ammo.
 
My "sniper" rifle is a 1917 Winchester Enfield which was sportized (is that a word?) This rifle is chambered in 30-06 has a Leopold base and rings and a $200 Nikon Buckmaster scope. You can spend even less for a Nikon Prostaff if you want to lower the price even more. The rifle, scope, base and rings cost me $395, the sling was $25 and the hard case was another $39. I would say $460 is well under $1000. My scope is only a 3-9X40 but for another $100 or so you can get a 4-12X50 or a 6-18X40 for ~$150 more since you want a "sniper" rifle.
 
There are a variety of capable calibers including 06 & 308, just as there are a variety of rifles . . . Savage would work as would many others. The key is in good optics and practice, practice, practice. My personal preference would be the 06.
 
You could spend a few dollars more and go with something like this:

Precision Ar10, US Optics SN3, .308 Cal. Armalite upper and lower built by GA Precision ..will only run you about $5k..;)
