People who don't want to be stranded on the side of the road when their vehicle breaks down?

Which may or may not be such a good idea. Depends on the date I guess........

Is there any chance that the shotgun shell could have set off a small explosion, similar to how grain elevators have exploded?

Thats exactly what I was going to post, until I saw you beat me to it.

Company equipment being operated by company employee providing a paid service. Just how was the customer required to pay anything other than the agreed upon charges for the service?

All Very Humorous, but Beware! In Canada....leaving a cartridge in your vehicle is a Federal Offense! It's Unsafe Storage! (Pardon all the capitalized words, it's just the way They think)

The man who owns the shell, as well as the man who owns the car, can be charged; and (in Ontario/Quebec, the Provincial Police; anywhere else, the RCMP) can seize your guns, ammo, and any/all shooting supplies, and revoke your various permits and authorizations. It can cost you thousands to get back to where you began. And your record will never be clean again.
It all depends upon whether they feel like screwing you that day.

Comes from having a set of laws vague enough to be enforced according to the political leanings of the officer/prosecutor, rather than being clear enough to serve as 'rule of law'.

Dropping things out of airplanes, or off bridges, or from tall buildings, is called 'Bombing'. And the Gummint takes a dim view. No sensayuma, these people.

Sounds like your friend got fleeced out of $250

Not necessarly, to avoid getting sued in a civil case its worth it. It was the car wash's fault because it was their employee who was using the vacuum, but it will cost you more in headaches and legal fees just to prove that point.

Some states have rules regarding transportation of ammo in a vehicle, but I'm thinking AZ is not one of them.
