Do any of the Ruger Model 77's, chambered for short cartridges like the .223, employ a bolt stop to "shorten" the action, so to speak, even further, as opposed to making a true "short action". If so, I assume that the action, over all is the same lenght as the .308 length Ruger action?

My .22-250 Ruger 77V Bicentennial does not have a bolt stop extension to halt travel short. It has a spacer in the magazine well so the follower and spring are the right length for .22-250 but the bolt travels full length. Looks like a basic .308 length action to me.
