That is true, to a point. But BATFE considers the 01 FFL a business license and does require that an applicant be in compliance with state and local laws regarding the establishment of a business, including zoning. So if the licensed premises will be in an area zoned residential, the application may be denied. The result is that in such areas, the applicant is more or less forced to have a store front in an area zoned for businesses.
