I just got my form in the mail. Why are the 4 pages almost the same, but a little different? Seems like page 1 and 2 are almsot the same as 3 and 4, just 3 has a creditcard area?

ANd do I photo copy them to send to a CLEO or is that the 3 and 4 page? ANd who is the CLEO? My local Sheriff?
 
If you look at the bottom of the pages it says CLEO copy on the second set. Only the copy that goes to ATF has a credit card area, the CLEO copy is blank in that section.

CLEO is usually your Sheriff, if you are inside the city limits it could be your Chief of Police. You can always call them and ask who your CLEO is. My situation could be confusing, my town just hired a Chief of Police and 1 officier, but the Sheriff is still CLEO, since they aren't staffed to cover all the calls and only patrol during the day.
 
The best bet for CLEO is whoever responds to 911 calls requiring police response. If you live in an unincoporated area, it's more than likely the county sheriff, (the one you vote for). If you live within city limits, it's probably the local chief of police.
 
I am at work during normal delivery times, and I can't receive guns at my workplace.

I don't mind going to the nearest Post Office or Fed Ex or UPS office to pick them up.

Is that a problem if I get a C&R??

Is there a way to ask that the shipping company notify you by phone or otherwise of delivery to nearest office, for personal pickup??

Thanks for any info or experience in this regard.
 
Most of the dealers that I use use UPS. If you register your e-mail address with them they will automatically notify you when they ship and give you a tracking number.

You can go to the UPS site with that tracking number and give additional shipping info. But I believe there has to be one failed attempt to deliver first, in which case the delivery guy will leave you a slip that you can take to the UPS office to take delivery.
 
C&R without the shipping?

I have a C&R license and live in California so I can't have a C&R pistol shipped to me. (except through a FFL 1 dealer)
Does anyone know if it's okay to drive to Arizona or Nevada and do an over-the-counter deal for a C&R pistol that I would otherwise have shipped to me? (If I lived in a free state)
 
The C&R license allows you to buy and pick-up a C&R elgible firearm in any state, as far as the Feds are concerned. However, I don't know what the California laws are concerning you bringing them back into the state. I would assume that, at the least, they would need to be on "The List". Hopefully, someone from CA will see this and have an answer.

I am not an attorney. What follows must necessarily be considered my opinion.

As I understand it, a class 3 FFL holder may purchase out of state any C&R listed weapon and import it into CA with the exception of CA defined "handguns." CA C&R "handguns" may be purchased when out of state and imported back into CA if they are reported on the prescribed form to the CA DOJ within five days of returning to CA (§12072(f)(3)). Get the forms from the DOJ before acquiring the handgun in order to make sure the deadline can be met.

Actually, the license is good for 3 years, so rounded up that works out to .03 cents per day.
 
I renewed my C&R03 this year.

I haven't bought many weapons with it lately, as I have pretty much run out of room*.

I won't give it up, however, since I save $30 'bout every time I order from Brownell's, Midway, etc.

Here's a C&R question.
I will be moving in about a year. Do you have to get a whole new license when changing addresses or just send an updated one to the ATF?
 
For a change of address you use the same form as other FFL holders, ATF Form 5300.38, Application for Amended Federal Firearms License. The license number is based on the area of the country you are in , so if you move out of the area you will get a new license with a different number. In any case you will get a new license with your updated address even if the number doesn't change.

The amended license (for moving) isn't that big a deal. Keep in mind that some of the parts of that form (since it is for all FFLs) don't apply to collectors (like the business hours).

It actually took longer for me to get the amended license (about 3-4 weeks) than it took for me to get the license to begin with (<2 weeks).
 
got my papers in the mail the other day, wish they had laid out the blanks on section 9 horizontaly instead of verticaly, what were they thinking, can I write the info sideways to make it fit?

also on sec.9 it asks for position and SSN, what do they mean by position?

For section 111 to my knowledge no employer of mine to my knowledge has ever had an FFL but I don't know that for sure, maybe they had one in the 70s or something, who knows, is it a big deal if I don't know for sure, and how do I know that I comply with state, local law and zoning, I live in Scottsdale AZ, I'm pretty sure it should be OK, I haven't been able to find anyhting against it but again not sure. I read somewhere can't remember it said you can't use black ink, I don't see that anywhere on the form, or that you have to use ink at all, I'd imagine it's required though, hope they wouldn't approve a form sent in filled in with crayon just on general principle.

If you plan on conforming to local ordinances answer yes, and find out what the local ordinances are before the license comes in.

Hot damn! I ordered my C&R application at "July 25th, 2006, 02:53 AM" and received it in the mail today (friday).

What does this say about the ATF's priorities?

(Still not complaining.)
 
Slightly off topic, but this is a question I have meant to ask for a while. I've thought about getting my C&R on a couple of occasions over the years, but lately this:

Has been on my mind. The idea of informing my Chief of Police I enjoy guns enough to bother with a C&R license makes me a little uneasy.

Oh, I should mention I live in the San Francisco Bay Area. Though I'm unsure of my particular city's Chief's stance, law enforcement in this area is infamously anti-RTKB.

Has anyone ever heard of an instance where local law enforcement dropped by a C&R applicants residence to inquire about the C&R and their collection in general? What about low key harassment? I seems to recall an incident on the east coast about a year ago when the ATF or some other agency began nosing around gun show shoppers neighborhoods, asking neighbors if they knew they owned guns, what their disposition was etc. If that sort of activity were to occur in as liberal an area as mine, I can see it making my life much more difficult.

Any other Bay Area resident's with some perspective? Is this sort of thing a possibility?
