Again, this isn't bullet regulation or even lead regulation, but loaded ammunition. It's completely impractical to regulate bullets or shotgun fodder. What is practical is to regulate hunting which is done in every state. Federal and California's regulation restricting lead ammo are hunting regulations and not bans on lead ammunition or bullets.
Toxic heavy metals or their disposal are also regulated to a certain degree in every state. But it would be hard to connect this to gun control. While wheel weights have gone to steel, quality sources of lead alloys in ingots are widely available in California, and for lead-free ammo, California probably has more CNC machinery than many other states combined. Even so, there is no sign of any regulation on the import of finished bullets.
