My FFL agent tells me that, if I buy a gun from a California resident or FFL dealer, he can't accept the gun for transfer to me because he hasn't applied to CA for the permit. Is he correct?
 
What?

You are in Ohio.

The seller is in CA.

Who is 'he'? The seller, or the Ohio FFL?

If the seller, no such thing as some kind of permit to sell out of state.

If the Ohio FFL, I guess he means the CA CFLC program, and that is for shipments of guns INTO CA, not out.

1. Your dealer doesn't need to apply for anything in order to receive a firearm from a California dealer or resident.
2. It is a free, quick and painless online registration for a dealer to get set up to ship to California dealers. It takes FIVE WHOLE MINUTES.

The "he" in each case is my OH FFL agent.

One would think that California would be happy to ship as many guns as possible OUT of the state.

That would be consistent with most California policies; CA gun laws, however ...

Anyway, no reason your OH FFL should have to deal with CA government at all, CA --> OH.
