It might be "brandishing," but in the "good sense" of the term. (And maybe some of the other terms suggested so far would be better for describing the actions of someone who's acting within the law.)3. Is that "Brandishing"? There are those on here who will vehemently proclaim you should never unholster or reveal your ccw unless you are going to immediately open fire. However I beg to differ as it has been my experience that most goblins will not have the stones to face down an armed, aware NONvictim capable of defending themselves, and will seek easier prey.
If you do draw, should should be justified in firing, and prepared to do so. If you reasonably believe you're protecting yourself from potential death or serious bodily injury, then that should provide justification. (The "reasonableness" part is where it might get uncomfortable afterward, like in a courtroom.)
If the BG sees it before you draw and he just leaves, that's fine. No hits, one run (his), no errors. If the gun never left the holster, I can't see that as "threatening" him with it, or "brandishing" it. Maybe you were "sending him a message," but if he hastily removes himself from your presence, then I think it just proves he's smarter than he looks.
But do report it (him) so that maybe he can get grabbed up before he can find someone unprepared and prey on them. Even if he doesn't get locked up for his confrontation with you, someone like that probably has warrants on them, anyway.
