It's not illegal but the AG in Ma has his own interpitation of the law so some will some won't. AG has threatened some with legal action. Go to Northeastshooters.com and ask there someone can pm you on who will sell powder and primers to you
If your close enough Kittery Trading post in Me and Riley's in Hooksett nh have very good reloading dept.
I don't know where you're at in Mass but some of the local shops have a pretty good selection. I buy my powder and primers from Blue Northern Trading in Ayer. They have a good selection on hand and have been able to get anything I ask for within a week. Their prices are probably a bit less than what you'd pay for powder shipped from out of state when you figure in the hazmat fees.
