CCW in Illinois, is it possible? (HB1304 out of committee!)

No it is not at the current time, it doesn't mean we shouldn't keep plugging away and show we're dedicated to the cause.
 
Don Gwinn: I hope your wrong. I hope that perhaps there is a change in the wind for gun owners here in Illinois but your probably right. I just hope that your wrong.

Though the recent setback for antigunners here in the Land of Lincoln is nice and gives me some hope. I beleive that the gunshow loophole and private sales require a background check bills bills failed, or were returned to committee.

The background check bill failed, and the other one that failed would have implemented the state's dealer-licensing scheme. Both terrible ideas that deserved to go down in flames.
I haven't heard of anything being determined on the gunshow front.

For those unfamiliar with Illinois, the two bills that died this week:

1. Would have required that a private citizen perform a background check on another private citizen before privately selling him a gun. IL residents already have to record each other's FOID card numbers and keep them on record for years for every private sale, so there was absolutely no point to this one.

2. Would have licensed dealers through the state. I didn't read this year's version, but it was apparently the same one we kill every year. It would duplicate the FFL system on the state level and charge an exhorbitant amount. The clear purpose (at least to paranoids like me) would be that the state could then shut down any dealer they don't like, as well as making the license requirements so stringent that almost no one could afford to sell guns in Illinois for a living if they chose.
 
ANY kind of CCW for non-LEOs is a step in the right direction!

But, after looking into the places where you can not go, its a mile long. Basicly, you can stand out in the street with a CCW. I've got two middleschool Princesses and the Yound Prince is in daycare. I REALLY don't want to leave my weapon in a car during a school event (where we are at 95% of the time). I might as well leave it at home.

I know I sound pissy, and it is a GIANT step for IL. But it won't pass as long as Chicago is still standing.

Well hopefully it passes and Glockfan.45 is wrong. It would be so nice to finally be able to carry a gun.

You have to get rid of Michael Madigan,and a bunch of other anti gun zealots from Chicago, Oak Park, and Evanston. The ONLY way we will ever get it is to have the state run from Springfield not from Chicago. This will not be done on the gun issue. We have to figure antoher way to turn every election into IL vs. Chicago. I have been trying to figure out how to find out the amount Chicago takes fromthe state in the form of money in and money out. If we can show that Chicago takes in far more that in gives then maybe we can wake up the state and keep Chicago out of state goverment. I do not know if Chicago recieves more in aid then the people pay in taxes but I am looking. Again we can not win this on thew gun issue alone. We have tp show where Chicago is short changing the rest of the state on everything. Roads, schools, medicade, hospitals. I will let you know what I find.

I understand what your saying Len S. The gun issue is of no importance to the majority of Illinois residents. And to top it off I suspect many of them are FUDDs.

I do think though that money is the way to go. Unfortunately I believe that Chicago probably gives more to the state then it takes simply because of size. I do know that Southern Illinois and parts of Central Illinois are suffering an economic depression.
 
There's another problem I've noticed.

For years, we could count on the majority of the crazed antis being concentrated in Chicago and a few of the close-in suburbs like Oak Park and Evanston. The collar counties and even most of outer Cook were fairly conservative and at least neutral on gun issues if not actually pro-gun.

However, years of cheap mortgage interest rates combined with the shift of jobs to the suburbs has caused a lot of the antis to relocate to the collar counties. This has seriously changed the political landscape up here.

I'm afraid Illinois CCW will be an uphill battle. I think it will happen eventually - especially if WI finally goes down - but it's going to take a major political shift from the Chicago Dems first. Luckily Gov. Haircut is doing a fine job of screwing his faction's political future. I still think we're ten years away.
 
Having read the bill, I think there are a lot of things that I consider unnecessary and should be removed, like specifiying the fees instructors can charge.

I would also like to see fingerprinting allowed to be done by non-LE agencies, although ideally no fingerprinting at all is needed.

There needs to be some consideration on how to deal with the problem of the banning of handguns in some home rule cities. The way it is written, the bill seems to say you can have a permit to carry a handgun if you live in Chicago, but can't actually own a handgun. I guess this was a way of getting around the super majority rule for laws affecting home rule status.

Does anyone else have the feeling in the back of their head that this might just pass. I mean there has been no real fanfair but this was brought out of committe not to long after Igold came down to the capital so maybe they are concerned about their jobs and reeelection. It seems like it was just slipped in so I am hoping that this is a good sign.

Does anyone know what places would be off limits? I am assuming bars, colleges, schools, courts, and government buildings. I cant think of other places.

I personally want to see the alcohol thing gone if that is the case and colleges. I can deal with the rest.

But that is my guess.

Lets cross our fingers and pray.
 
I don't think this bill has made it out of committee in years past, so maybe that is a good sign. Even a floor debate is progress whether it passes or not. Cards would have to be shown and very public statements made.

Unfortunately, Speaker Madigan has placed a limit on how many bills will be called, and I don't know how that affects this. The deadline for Third Reading is the 3rd, so the time to call is now--after Thursday, we're out of luck for this year.

It would be great to have the Acevedos of the world on record on the floor of the House. That guy is a walking embarassment, and the more often he opens his yap, the better for us. I want to hear Kathy Ryg explain this, too.

I need to call my rep (Gary Hannig) and see what he thinks of this. He's been co-sponsor on this bill the past few years. I wonder why not this time?
 
Oh, and the Democrat/Republican thing doesn't really matter here. You have the Demopublicraticans in Chicago and Springfield (mostly Chicago) and then everybody else from around the state. When a scandal breaks in Illinois government, it usually involves both parties because the real power brokers work in both parties.
But the Democrats around here are not Chicago Democrats. They get elected by being pro-jobs for union workers, pro-farmer (which unfortunately often means pro-welfare for farmers) pro-gun, anti-abortion and anti-gay. I don't like all of those things, naturally, but I'm glad we have pro-gun Democrats.

I say this a lot, but there are not enough Republicans in Illinois government to stop anything Blagojevich wants to do. When he gets shot down (as he often does) it's by Democrats.
 
Don Gwinn is correct. The Southern Democrats are very much Republicans except for the issue of aid to farmers. And the Northern Republicans are pretty much Democrats except when it comes to Gay, Abortion, and some economic issues.

Here in Illinois it just boils down to the money. Someone has to be getting paid off.
