Montana
North Carolina
North Dakota

Tennessee

Florida for sure. I believe both AZ and UT require training which must be taken in-state from an approved trainer. PA apparently stopped issuing by mail because too many people from Missouri applied. Maine issues non-res by mail, but it isn't widely recognized outside of Maine.

Utah has trainers US-wide........

Go to the BCI site for UTAH - check the state-by-state list for certified trainers.

I have my PA resident and a UTAH CCW permit (trainer in my (IDPA league in eastern PA)

Pennsylvania is still giving out of state to qualified people. I have just sent in applications for myself and my wife for non-resident permits from Centre County Pa. The way I read the Pa. law, is that they only issue to people who have a CCW from their home state, if that state issues CCW. Since Mo. now has CCW they will not issue unless you have a Mo. CCW. Pennsylvania will, however, issue non-resident to those of us that live in a non-issue state like Illinois. We here in Illinois are so lucky that way. Jim.

Yup, Florida is a "Must Have".

I have Arizona (cause I live there) and Florida. Covers me all the way thru the south with the exception of New Mexico. I carry open there for the short amount of time I am going thru it.

New Hampshire is another good one that is relatively cheap, $20 IIRC, and a lot quicker to get than the FL non-resident. I've heard of people getting there Non-Res permits from NH is less than 2 weeks, where as FL ca take up to 3 or 4 months.

Here's a list of state they have reciprocity with:
Alabama
Alaska
Colorado
Florida
Georgia
Idaho
Indiana
Kentucky
Michigan
North Carolina
North Dakota
Oklahoma
Tennessee
Wyoming

Not as big as FL, but still a good #.

While Oregon is a shall issue state for residents, issue to non-residents is limited and discretionary. See

Oregon Revised Statutes
166.291 Issuance of concealed handgun license; application; fees; liability…

(8) The county sheriff may waive the residency requirement in subsection (1)(c) of this section for a resident of a contiguous state who has a compelling business interest or other legitimate demonstrated need.

I have no idea what constitutes "compelling business interest or other legitimate demonstrated need" in the minds of the various sheriffs but I would heartily recommend not even bothering with the urbanized Willamette Valley and Columbia Valley counties.

All you need to do now is apply for a Section 8 :neener:

Virginia gets added to the Florida list sometime in the near future, IIRC, a new law comes into effect that changes the reciprocity requirements.

I've got a Florida permit since I spend lots of fun time in Delaware, PA and Virginia.
