CHP responds to constitutional violations in New Orleans

I failed to see a response to the specific allegations. It looked like a general form letter.

Probably indicative that (a) they have been inundated with complaints about this incident; (b) they have no understanding of why people are complaining, and thus no capacity to formulate a coherent response; and (c) therefore they have taken the time-honored tradition of dispatching an unresponsive response, counting on the fact that most folks won't write a second time to point out that "Hey! You didn't answer my question."

Gummint offices hate me. When I receive an unresponsive response I ALWAYS call them on it.
 
I read it as "We have the same powers in New Orleans as we do in California and we will treat N.O. citizens the same as we do Californians"

Business as usual?
 
On September 6, 2005, peace officer powers were conveyed to CHP personnel through LSP officials during a swearing in ceremony in Baton Rouge, Louisiana.

uh well, you could read a little bit harder and think-
hmmmm , this kinda indicates they were under orders from Louisiana.

. CHP and LSP personnel are performing general law enforcement duties and operations related to restoring order, saving lives, and maintaining security as tasked by LSP.

now we still need the facts on who ordered them to seize wepaons, but this looks like CHP trying to push it off onto Louisiana
