Probably indicative that (a) they have been inundated with complaints about this incident; (b) they have no understanding of why people are complaining, and thus no capacity to formulate a coherent response; and (c) therefore they have taken the time-honored tradition of dispatching an unresponsive response, counting on the fact that most folks won't write a second time to point out that "Hey! You didn't answer my question."

now we still need the facts on who ordered them to seize wepaons, but this looks like CHP trying to push it off onto Louisiana
