As others have said, Gandhi preached non-violence, but that didn't necessarily mean he wanted the Indian people to be disarmed. Describing the Indian Arms Act of 1878 which prohibited Indians from being having guns, but allowed Europeans to carry firearms freely, he said:
"Among the many misdeeds of the British rule in India, history will look upon the Act depriving a whole nation of arms as the blackest."
