I know you're looking for sub-machine guns, but have you considered the Mosin Nagant?
I'll be willing to bet you could get them at the same price as American importers.

As far as sub-machine guns, I think it would be adequate. If a small nation is invaded, it's only "real" solution is to form a massive guerrilla force. Or have a superbly trained military, superbly armed and superbly prepared.
 
If you are starting from scratch, and won;t be building thousands and thousand of guns, stamping is right out, as is anything that requires injection molding or casting. The tooling costs require quite a number of copies before that cost is amortized. It is actually cheaper to machine receivers from stock for the relatively small numbers originally proposed.

It will really depend on what you initial manufacturing technology is.
 
OK, let me say again, I want to talk about simple low-cost SMGs, and what improvements over the basic Sten and/or features from other weapons might be useful to incorporate in a modern version of this "people's gun." Could we please stop debating the question and talk more about the possible answers?

The improved Sten has already been built as the Sterling - as well as the American made PAWS ZX series, which is a simplified Stirling.

The PAWS was made in basically a one-man shop in Oregon, and has a 600 RPM rate of fire. Slower is not better. You don't want to walk rounds onto target. You want to aim first, and put a burst into the target.
 
BTW re safety on STEN,

Later models of the Mark II and others were modified by having a hole bored in the left side of the tube right were the bolt handle's far end stopped. The weapon could be safed with the bolt forward on an empty chamber by pushing the bolt handle from the other side.

Mark II could be safed for carry without a magazine, such as during a paratrooper's jump by movng a catch on the front of the magwell and rotating the magwell downward to cover the ejection port and block the magazine port.

Just failed to import a picture of the open bolt J slot safety and a shot of the magwell.....sorry.

In your scenario, the STEN is probably one of the better choices, besides the PPS 43, since it can easily be assembled in small workshops. In a more industrialized economy, the M3A1 is clearly a better choice. My only complaint with either of them is the single feed magazine.

The one feature I would import onto the STEN or PPS 43 is the Greaseguns bolt carrier. It's hard to explain, but in the Greasegun the bolt rides on two steel rods which each contain a recoil spring. This amounts to much less friction and jamming potential, since the bolt never comes in contact with the receiver body.

Also, I hate to harsh your mellow, but the real guerrila weapon would be RPGs, which you could make in people's workshop in the form of Panzerfausts. Actually, I think the Panzerfaust is probably a better weapon for guerillas, since the RPG is designed for use by a dedicated gunner, and is thus more complicated than absolutely necessary, but provides better performance.

Low rate of fire? How low? If you get below about 400 RPM it starts to get possible for a person to run through the stream of bullets in a burst, notice I did not say likely, but possible

No only possible, quite easy, try it with a paintball gun you'll get through at least half the time at 400 rpm. I shoot mine at 900 rpm and you can still dash through it if you get lucky.

that being said this guy has very good ideas and keeps his ideas super simple. The site is a "when they outlaw all guns, all guns will look and be automatic like stens" type site but with good information none the less.
 
You want cheap and effective, and able to mass produce at minimal cost?

Build a Glock carbine. really, polymer frame, internal steel action, just put a barrel long enough to give it some accuracy and you have a subgun. If you beef it up, you might actually run .223 out of them.
