Just when you think you’ve seen and heard it all California is in the process of passing contingency management laws. Simply put, the premise is the state will pay people who test negative for drug use or in the case of a CA city will pay criminals not to shoot people. Apparently cited research shows this approach is effective, the government has been doing it for years with military veterans as an incentive to stop using illegal drugs. I would like to see the research data on this issue (if there is any). Certainly appears to be the typical “throw tax payer money” at problems as a solution. It’s no surprise Gov. Newsom supports this program and plans on using CA Medicaid funds to pay for it. Contingency management programs are not widely accepted or used due to legal concerns regarding federal/state use of Medicaid money to fund these programs.
