I have a Mossberg 500 with both 24" rifled and 28" C-lect choke barrels.Due to back and neck issues,I no longer hunt. I understand that rifled barrels are not good with buckshot for home defense, and really don't want to spend any money for a short HD -type barrel. So, could I cut the 28" down to 19" and use it for HD duty?

I hate to see a nice celectchoke barrel cut down but its far safer then shooting buck from a rifled barrel. Have you considered just using slugs or maybe reduced recoil slugs?
Another option is to post your 28'' barrel for trade my old 500 came as a kit with an 18.5''
barrel a 28''' barrel a pistol grip and a full stock I no longer have it but mossberg does make it. A factory barrel would look nicer and already have the brass bead installed.
Just a thought.
GOOD LUCK

Shouldn't be any issue there, I've lopped several bird gun barrels back to 18+ for HD use and they work just dandy.

You may well buy a 18.5" smoothbore barrel for about $75 and keep the other barrels as they are. Some day, perhaps you will trade or sell your gun.

There's really no demand for those C-lect "Snotcatcher" barrels these days.

Hacksaw away, leave 18.5" so you have room to file and finish the end of the barrel without going illegal.

ATF measures with the action closed, put a stick down the muzzle and see how much is inside the barrel.
