Each session numerous bills are introduced that never have a chance of getting our of committee, much less getting approved by the House, much less getting approved by the Senate, much less getting signed into law by the President.

Except that isn't how tort law works. Suing "The State Government of New York" for wrongful death is not the same as suing "Andrew Cuomo, Governor of New York." Start going after personal assets of an idiotic politician and their policies and not the "coffers" that tax payers feed into.
Google " "Protection of Lawful Commerce" and then "Connecticut Supreme Court" before repeating yourself senselessly about political immunity. A law can grant immunity from lawsuits. A law can also take away immunity. That is how laws work. They can be written, appealed, or nullified...by another law.
