Funny, I can't seem to find any proof of this beyond one single person in California who used a Super Soaker shell to disguise his shot gun because he was a prohibited person. If it's as rampant as you say then surely Google would have come up with scores of hits supporting this claim.Yes, gang members in New York City and some other places have been discovered to have painted real guns in "dayglo" (or other ) colors to mimick toy guns to make them appear innocuous.
