You can see how they get it from Article VI sec 2. Bond v. US isn't all that much of a stretch, but I certainly agree that it opens the door for a lot of abuse.
"This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding."

A biased article from a biased source doesn't help.
I note that the article characterizes the 2011 ruling of the Supreme Court in Bond v. United States, which was merely addressing a procedural issue. And that case continues in litigation now on the more substantive issue, which remains to be decided.
