This came across the police reports this morning. It happened last night at 10pm while the two bozo's were in a car.

On 06-23-08 Officers came in contact with listed victim who stated he and his friend "Jay" were playing with a handgun that went off and shot him in the buttocks.

The shot victim was 18. What I don't know yet is which one was arrested for CCW illegally

Is there more to the report? What you quoted doesn't mention anyone carrying concealed, much less illegally.

No. That's all it stated, however there's a lot more to the "story" if you know the area, time of day, and age.
The police implemented a number of programs in the high crime areas this spring because of the gang activity and violent crime taking place. The area where the incident took place is where the "Bloods" and "Crips" along with a number of smaller gangs operate. Territory is the big issue mainly for drug sales, and just a block up the street is a major watering hole. Both individuals were in their teens with one a 17yr old juvenile. As far as the legality of the gun Ohio does have laws with some restrictions. Currently Ohio law states you cannot have a loaded gun vehicle. It must be unloaded and ammunition is to be kept inaccessible. If they were not in a vehicle they will/can be charged with "discharging a firearm in public in/or habitation" it can be an F1 or M4 offense depending on the prosecutor.
As for open carry it is perfectly legal in Ohio however every cop or private citizen will take notice and the individual will be a very large "blip" on the radar. They will be stopped and questioned and a warrants check will be run.

It's true. Ohio cities fell into the same category as nearly every other state regarding gun laws. From townships to big cities local laws were passed pretty much outlawing any guns with the extremes being D.C, NY, and California. When I was a kid growing up in Colorado I was raised around guns and, like most of the Western states, gun on a window rack, or outside carry was the norm. In the late 60's that started to change and paranoid citizens decided guns were a bad thing. Now we're moving back to what the 2nd wanted and a lot of people still don't like it. Even now, after most of the local laws were struck down those same cities are fighting the right to keep/bear arms in court
