Entry level deer rifle/scope- suggestions?

From what I've read on the 7.7 Arisaka, the only thing you'll need to do get 30-06 to chamber is cut the chamber 5mm deeper. Any good gunsmith should be able to do that. When your dad said he had the barrel chromed to use 30-06 he probably just meant it was done to use .308 bullets instead if the .311 bullets that the 7.7 normally uses. If you reload you should be able to buy 7.7 brass from Hornady or Norma and use .308 bullets. If you don't reload get the chamber cut and use some lighter 30-06 factory loads. The Arisaka action is supposed to be pretty stout but the quality on late-war rifles wasn't the greatest and you don't want to take the chance of blowing it up with full pressure loads.

Personally since I reload, I would have the chamber lengthened. Fire form some brass, anneal the brass, and reload them with a light but decent load. Annealing will probably be necessary as the chamber diameter of the 7.7 rifles tends to be a little larger than 30-06 cartridges. Annealing will get more life out of you brass.
